In the upper left of the expand/contract location parts screen you have
to tell Legacy what action to take. The default is to expand the long
location name parts and contract the short location name parts. Also
check which records are to be affected. The default is all locations but
if only tagged locations were selected and no locations were tagged
there would be no changes made.

This is one of the areas in Legacy where adherence to the four levels of
locations is needed. Do you have the address portion of your locations
separated from the city by a comma? If so then Legacy may not have been
able to identify the state and country level since your levels would be
address, city, county, state, country instead of city, county, state,
country.
