Hi Brian. I'm in agreement with you that it is better to use the four divisions that Legacy recommends. However, is it not true that a person (if so desired) can use up to nine divisions in the place names, separated by commas and still perform proper sorting by using the RIGHT to LEFT sort? (and clicking on the GENERIC sort button instead of the USA)?
As I say, I'm not a fan of that method, but many users on this list seem to do that successfully, but I think the key is to be very consistent and always use each position for the same thing or its equivalent.
