In Legacy you can mark a person as not living without specifying any
information on the death, date, place etc. The only way Legacy can
indicate that situation when exporting to a GEDCOM is to use the Y with
the DEAT tag to indicate the person is dead.

Do not bother reporting it as a BUG.
