Ah - that never occurred to me.

I will check that globally on Legacy. Glad I used this forum and not reporting 
it as a bug then!

In Legacy you can mark a person as not living without specifying any 
information on the death, date, place etc. The only way Legacy can indicate 
that situation when exporting to a GEDCOM is to use the Y with the DEAT tag to 
indicate the person is dead.

Do not bother reporting it as a BUG.
