Brian, Whilst Tony is technically correct it should be noted that his method is not recommended by Legacy, and can make things difficult, especially when transferring all your stuff to another computer. I do use his method for one of my Legacy programs, but only because I run two versions - if I only had one I would follow the Legacy recommendations. Legacy btw. is not the only program that recommends installing in C in order to avoid the complications caused by the Windows set up.
Regarding the program first looking in C:\Legacy\Data for your documents; it is difficult to answer your question because we do not know your exact set-up; I suggest that you look at Customise>Options>Launch and check that your location paths, especially that for your document files, are correct - I suspect that you have this set for C:\Legacy\Data rather than C:\Legacy\Docs. If you only have one partition, it doesn't really matter. However, if you have more than one drive then it is better to keep all your data on one drive, well away from the operating system and programs. That way, if you have to reinstall the OS (or upgrade to a new one) your data are safe. My layout is C:\ a relatively small SSD for OS, programs and C:\Legacy D:\ 1TB HDD for data, including D:\Genealogy\ which has everything to do with Legacy (except for the programs etc.) in sub folders such as data\, Videos\, Pictures\. E:\ Another 1TB HDD for other stuff Now, I can simply back up EVERYTHING from my data drives onto external 1TB HDD's and can update or reinstall the OS without losing anything important.
