Further investigation today I found the following:

These images are ONLY linked to a Master Source according to
Multimedia List Report runs that I did on the new copy of my Legacy
file.

Therefore, I decided to add them to an individual to see if that would
change the symptoms.  In doing so I discovered the following:

I clicked on the individual and clicked on pictures icon.   I started
adding the 13 TIFs one at a time.   All was well until I got to adding
the 9th TIF.  The 9th addition put the CPU into that 35-45% range
solid for 30 seconds before returning to 0% CPU usage.  Then I added
the 10th and CPU has been running at 35-45% utilization solid for the
past 10+ minutes.  The picture gallery flashes about every 6-7 seconds
and briefly says "(not responding)" in the title bar after the picture
gallery name.

It appears that when I add large TIF's to picture gallery that at #9,
in this case, it begins to use a lot of CPU for 30 seconds but
recovers.

When adding #10 it goes into a permanent looping state that flashes
(not responding) every 6-7 seconds.


FASTSTONE PHOTO RESIZER - good results
As a result of the JPG suggestion I wanted to see just how much
storage I could save by converting the images.
As an aside:  I used FastStone Photo Resizer to create JPEG-90's using
the batch feature.  It took 9 seconds to create the 13 JPGs.  That
reduced the size of the 13 images by 96%!  Comparison of the resulting
images appear to be very, very good.  If enlarged to an extreme, I see
a slight degradation in image quality.

If forced to JPGs, I have found a tool that is free and works very
well for converting batches of images quickly.
