Tessa told you how to turn on the Location Notes as part of the Location Index for a report.
There is no way to include pictures of locations in the location index for a report, nor can you include pictures in the Location Report and Location List (accessed from View > Master Lists > Location, Options/Print). The only report which can include pictures for locations is the scrapbook (View > Scrapbook).
