Leon, Yes, it is at root level as are all the Geo* files.
I think I'm going to just have to let Legacy input locations as it desires, then change everything under Options as has been discussed. Thank you to everyone for helping. The "GeoCountryCodes-Alt.txt" file needs to be in the root level at which you installed Legacy, eg: C:\Legacy\ All of the Geo* files need to be at that root level. Another note, this only works on locations when you are inputting a new location and you then ask to geocode the location to obtain say a missing county name. If you want all your locations changed from United States, to USA, you will need to do that in one of the options mentioned earlier that changes, United States to USA, in general changing a country from a long to a short version.
