You are correct in your description of the way in which the Master Source works. Neither Jenny nor I sub-divide: except for myself having two distinct Master Sources to accomodate different repositories, and, of course country. Our censuses are conducted at national level, as Jenny stated. Any sub-division would have to be done in the Detail Source, and if using SW this is not really possible.
It is my understanding that in the States, censuses are conducted at State level, if so the I would have separate Master sources for each year+state+repository. I hope that is clear.
