Legacy will run on Windows 8 as long as it's not Windows 8 RT for ARM processors.
You'll find Windows RT on tablets, phones and possibly some netbooks. Legacy will not run on iPad, but you can use Families to use your Legacy data on the iPad, synching it between the PC and iPad using the Families Sync program..
