The OP needs, if I read the post correctly, a computer to run Legacy. For that, 
one needs a desktop / laptop /netbook / ultrabook. Legacy will not run on any 
tablet computer that I am aware of.

It appears from a post yesterday by Paul Brodsky that Legacy runs fine on 
Windows 8 “full version – i.e. not RT), so it is immaterial (regarding Legacy) 
whether the OP gets a new computer with Win 7 or Win 8. I bet there are still 
lots of Win 7 computers available with no cost or low cost Win 8 upgrades. Best 
of both worlds – start with the known Win 7 and upgrade to Win 8 only if it 
proves out to be a good product.

Families is a wonderful product, but it is not a full featured product like 
Legacy (e.g. little or no reporting). I use it on a tablet and consider it to 
be a great companion product to Legacy, great for carting around my data while 
travelling. But, if one has a nice light laptop or ultrabook, I'm not sure 
there is any need for an Ipad or other tablet.

Don't walk away from the iPad so quickly.
There is an app that runs on the iPad (called Families) that will allow you to 
transfer your data from your PC to the iPad. And vice-versa.
