My first impression would be it’s a roman numeral, but there is no “J” in 
standard roman numerals. Could the “J” actually be a fancy “I” - If an “I”, 
then the date would be 1999.
Alternatively, if small and located inconspicuously it could be a mark of the 
tombstone maker.
If you are finding it in the comment section of a database (such as 
find-a-grave), it could be the initials of the commenter
