Dragging a picture from the bottom to the top does seem to work for me. But this thread has me wondering about the reason for doing so. If the motivation is to make that bottom picture be the one that shows up in family view or on certain reports, then it need not be moved. It can simply be flagged as the preferred picture. (Select it and then click the little asterisk button next to the Close button.)
