I do similarly for many locations that used to be kingdoms - Anjou, Aquitaine, Bavaria, Flanders, Hun Empire, Mercia, Navarre, Normandy, Savoy, et alia. I do not create an event; I include relevant data in the location notes.
I have never used the 4 place idiocy for locations; I find sorting right to left groups all the old locations together when I need to see them. Then I revert to left to right. I use other programs to find exact coordinates. That way, I can have the location be a battle, cathedral, abbey, etc., and know exactly where it was. Personal preference, of course, which is Legacy's forte. I so hope Legacy 8 will allow printing notes and pictures for both Locations and Addresses!
