When I signed up for Google+ (quite some time ago) it required an email address (but not specifically a gmail email address). You should be able to create a Google Account for use with any of their services (Blogger, Picasa, YouTube, Etc.) without creating a gmail address.

You don't have to actually use it if you don't want to, but it will get you access to Google+, and if and when you get a smart phone or tablet (if you don't already have one or the other) you might need it for the Google Play store.
