Wow. Learn something new every day. For us yanks, I fairly certain that the phrase "bells and whistles" means...wait, I just googled it... "the things that something, especially a device or machine, has or does that are not necessary but that make it more exciting or interesting". Usually I think it means extra enhancements which is a good thing. As I understand what Ron is saying is that the Brits think of it as not necessarily a good thing.
