A guess:

I think these RIN MH numbers are generated by My Heritage Family Trees.

When importing a Gedcom made by My Heritage these RIN MH numbers are not recognized by Legacy; and therefore put into the General Notes fields.

No the numbers have no connection with my Legacy RIN numbers. In fact they are unique eg:
BIRT:RIN MH:IF7
DSCR:RIN MH:IF8
RESI:RIN MH:IF9

Thought: have you copied a source from one person to another person in the same family?
Thought: pick a person who has these numbers, write down the RIN numbers they have, and then see who that RIN number matches up with in YOUR own tree.

I highly fought this has anything to do with ancestry as I have none of these and I use ancestry all the time.

This time I found 21 marriages with similar entries in the Marriage Notes.

They must have come from an import because I don't make that type of entry.  If you discover where they may have originated, please post again.  I wish I had an answer but at least you have confirmation that this is not unique to your file.

After running Check/Repair the following examples are appearing on the Descendant report for some records only.
 
DEATH:RIN MH:1F269
RESI:RIN MH:IF292
DSCR:RIN MH:IF260
and also  MARR:RIN MH:FF2
 
Upon investigation I find they are arbitrarily recorded in the General or Marriage notes.
 
1. What are these numbers?
 
2. Why would it only apply to some records and not others?
 
3. How can I remove them from the Reports/Notes?
