I know what you mean. You can only search in a structured fashion by specifying each component of a location from the left. The best way to sort locations is from right-to-left (from the largest entity to the smallest). A worthwhile change might be to allow the use of wildcards in the search e.g "*, Norfolk". Another changes in the Search facility that could be useful is to define 'Any Location' as a 'Where to look' field.
