Your suggestion didn't work when I tried it.  I can select multiple locations 
using ctrl-click or shift-click, but the Show People list only displays 
individuals associated with the last location selected.

Another alternative is to tag the locations in the master location list (sorted 
right to left, click first location for country, shift-click last location for 
country, Options, Tag) and then do a Location Report for just the tagged 
locations to include the individuals and their events at the locations.  On the 
options tab, you probably would want to select the "Use current sorted order of 
the Master Location list" with that having been set as "right to left".

As Michele recommended use the Master Location List. Using CTRL-click you can 
highlight multiple locations (All those with your county in the name). Then 
click on Options > Show List This will display a search list of all the people 
who use one or more of the highlighted locations You can then tag everyone in 
that list.
