Disregard my post about putting it in the root directory. I'm going to uninstall and reinstall then let Legacy go to the default (C:\Program Files (x86)).

Yes, when programs are install in the "C:\Program Files (x86)" folder, then the normal user cannot tweek the program, and MOST program OEM's do not support the tweeking of these files. Those that you can tweek, are in the "_appdata" area for each user.
