JB, I've seen this problem before -install.log missing so windows can't remove program but don't remember if it was on this list. I seem to recall people saying just re-install right over existing program, that should create install.log and after that Windows uninstaller should work. Others may wish to comment on whether this is a good idea or bad idea.
I have also had success with the free version of REVO uninstaller (never used it for Legacy though).
