I had the same problem uninstalling Legacy 7.5. Both the Windows and Legacy uninstalls just delete the "install.log" file, but leave everything else behind including all executable files and does not remove Legacy from the Installed programs list. I restored my system again and decided to just keep Legacy 7.5 on my computer since it won't uninstall.
My Legacy 7.5 is installed in C:\Legacy so installing Legacy 8 into that folder is not a good option according to others on this list. They say to let it install to the default (Program Files) instead. I seem to recall people saying just re-install right over existing program, that should create install.log and after that Windows uninstaller should work. Others may wish to comment on whether this is a good idea or bad idea. I have also had success with the free version of REVO uninstaller (never used it for Legacy though).
