I think all the files may have been missing for some time and I wasn't aware of it until I ran the relinker in V8. Since then, I have been reacquiring the missing census images and putting back where they used to be. Unfortunately, when I run the relinker after restoring the census images, it does not pick them up -- so I must link them all manually.
