C.G. You are correct. I had forgotten that Windows does not consider a rename to be a file change and therefore modified date is unaffected. Some comments I read say they do change the "accessed" date if the rename is done with GUI but not if done with CLI. If a backup system keys off the modified date to pick up files that have changed, these renamed files will be missed. What is worse, in my opinion, is that a list of renamed files based on date they were renamed is not possible with a date modified filter.
On a similar theme, when files are copied from one folder to another, the date created is reset even though the file is not new. Therefore you can't determine the actual creation date of a file after it has been moved. This comes into play when files are restored in the un-zip process. It would be great if the original creation date of the file could be utilized even if the file has been moved from one computer to another. The date accessed has problems also. It does not always mean the file has been opened. There are other things that change date accessed. In summary, Legacy is not at fault for the date modified being unaffected by a rename.
