Hi Robert, I'm not experienced with the programs you mention but have you looked at http://www.legacyfamilytree.com/tipsGEDCOMfiles.asp which has tips on how to export the gedcom from other programs to import into Legacy? That may help.
The drop down list in the Add Event dialogue is not a list of gedcom tags but of Event Names (some of which are standard gedcom tags but not all - you can see the default list most easily by looking at the Sample File. You can add your own Event Names. When you do this you need to add your own sentence definitions.) The items you suggest are in your list sound like they belong in the Description field of Events, if they belong in Events at all. Note there is a field for Titles in the Name section unless you are wanting to add notes about it in which case you may want a Titles Event. Someone at support may be able to indicate whether the problem can be sorted with gedcom export and import options if the page of tips doesn't help.
