Forgetting all the issues of accuracy with the GRO Index it is worth noting that an individual has 42 days in which to register a birth so a 13 week quarter on the birth index covers up to 18 weeks of possible dates of birth. Deaths on the other hand are required to be registered within 5 days, extended to 14 days to allow for a medical certificate and indefinitely extended if there is a coroner involved. The marriage registration is the most accurate since it normally takes place at the end of the ceremony.
I agree that a registration event should be created, after all it is in effect a "civil christening", but until Legacy is able to use that as an alternative to a birth date it is also necessary to enter something for the date of birth. My personal choice would be "before end of quarter" until I get something more accurate.
