looking Quarter dates (vs say 1Q1900 or 1900Q1) were all about ...

Forgetting all the issues of accuracy with the GRO Index it is worth noting 
that an individual has 42 days in which to register a birth so a
13 week quarter on the birth index covers up to 18 weeks of possible dates of 
birth. Deaths on the other hand are required to be registered within 5 days, 
extended to 14 days to allow for a medical certificate and indefinitely 
extended if there is a coroner involved. The marriage registration is the most 
accurate since it normally takes place at the end of the ceremony.

I agree that a registration event should be created, after all it is in effect 
a "civil christening", but until Legacy is able to use that as an alternative 
to a birth date it is also necessary to enter something for the date of birth. 
My personal choice would be "before end of quarter"
until I get something more accurate.
