Since I presume there are people in the file who legitimately retained the surname of the parents you cannot just edit the existing surname in the Master surname list, that will apply the change to everyone.
Legacy does not contain a tool to change the surname for a tagged list so you would have to use some external tool (There is a tool called Ltools sold for manipulating a Legacy database but I do not know if it includes this kind of capability) or access the database using MS Access and an update query.
