My implication is that renumbering RIN's is the best for MY use of the
database,

IN YOUR situation, I can see the trouble it would cause.

REnumbering RIN's just ensures there are no deleted id number rows and
allows for the best possible compacting of the database,
thereby improving database performance.

(Why do you think they included the renumbering process as part of the core
Legacy program if it didnt IMPROVE performance)

And that is why it's an OPTION, because it's best for YOU to not renumber.

Legacy is flexible for many types of users.
