Provided the link to the photo is included in the gedcom out of the
other program, there shouldn't be a problem.
If you said which program she was transferring from you might get more
specific help. Also on the Legacy webpage there is a section for
importing from other programs with tips how best to export the data from
those programs and import into Legacy.
