Why is it that others can update to .454 but my Legacy 8 is .439 and tells me 
it is current?

Lloyd,

Do you have sources in the Master Source List? Go to View > Master Lists to 
double check - the Cite a Master Source is gray until a source is added.

If you have sources, what happens when you click to Add a New Source and back 
out of it - does the Cite button then show active?
