Uploading web pages you create in Legacy has nothing to do with where the software is. Legacy will be on your computer....
The Yahoo group you're referring to focuses on editing web pages and help with uploading once you've created them in Legacy. It really hasn't been very active lately. Our support team will be more than happy to help with creating the web pages in Legacy and give some direction for uploading, but if you want to edit them after you've created them, the WUL list is very helpful for that - you do need to know some basic HTML formatting.
