Hi Frank, I'm also a Linux user and tried this out for you and have Legacy 8 standard version working fine on my pc. I'm running Linux Mint 17.1 and I installed Legacy 8 into Play On Linux ( it's a front end for WINE that is easy to use) and it's using WINE 1.6.2. After installing it there you need to install Internet Explorer 7 into the same wine bottle that Legacy is in. After installing IE, the tool tips show just fine. Before I installed IE they were blank just like you described.
