Yes it's encouraged to share Legacy by adding the free download of Legacy. There's an article on it somewhere.

Yes your database will work on the Standard Version - just some views and some features for using the data are locked.

Re Gedcom - Source information is transferred with a Gedcom. How much depends on the export settings - however SourceWriter sources are converted to Basic and aren't always pretty but in my experience understandable.

Additional idea: some of the recipients won't be happy with either Gedcom or Legacy database or will be more inclined to look at them if you include Ancestor and Descendant Charts and maybe Ancestor and Descendant books - all in PDF format.
