If it were me, I would use that County field to enter "Hoonah-Angoon Census Area"; the field doesn't have to be used for 'county' specifically. Many countries don't have such a designation. It just gives you a way to record from smallest municipality to largest. If you didn't record it in such a way, later generations that may inherit this from you may not be able to guess all that you have researched and discovered. I would make it obvious by entering it in that field.
