This, too, has been my hard-learned experience when it seems
that Legacy is locked up.
Brian is correct that an open Legacy screen is buried
somewhere. You just have to find a way to expose it, to bring it to
the surface. He spent some time figuring out how to do it. Thank you.

Here are two tricks to make the window visible. It requires a
keyboard and I do not have a Surface Pro3 so I cannot test this with
any onscreen keyboard or add-on keyboard.
If you tap the Alt key that will frequently bring the current active
window to the foreground and make it visible.
Another trick, in case the hidden window is not in the visible area
of your display, is to use hold down Alt and tap the spacebar. That
key combination brings up a windows menu for the active window. If
the window is not visible the menu will appear off to the edge of
the display closest to the window.
Choose move from the menu then you can use the cursor keys to move
the menu location towards the centre of the display (if the menu
was on the top edge use the down arrow for example). When you have
the window positioned on screen hit enter to exit the move option.
