Thank you very much for your help and ideas. I really do appreciate it. Unfortunately that didn't work. Cathy Pinner (on Facebook Legacy Group) suggested that I could "try deleting theToDo.usr and ToDoRpt.usr files from Documents\Legacy Family Tree\_AppData\usr\ when Legacy is closed and see if that helps. These are recreated with defaults when you re-start Legacy" and this worked perfectly. When I re-opened Legacy on my Surface the To-Do List opened just fine.
