Legacy had the same problem with version 7 when the default for Relationship 
Calculator was "on". Every time a new person was added or relinked, the 
Relationship Calculator would run, thus makung Legacy unavailable until it was 
finished. They solved the problem by removing that default.

It might be wise if they did the same to Legacy 8 - set the default for 
Potential Problems to "off".
