In general, that is the correct answer. 1841 is the earliest census available 
to the general public. However, there are the odd survivals from earlier 
censuses. For example, there is a transcription of the 1831 census for the 
Essex village of Steeple Bumpstead.

You don't. The returns were destroyed after statistical data had been 
abstracted.
