This re-direct is part of Windows 10. It has nothing to do with Legacy. Microsoft is promoting their own cloud storage. Programs & files have no choice in the matter - totally controlled by the OS
Personally, I prefer Dropbox & Google Photos. OneDrive is pretty darn invasive overtaking your settings without your permission or knowledge. I disabled the OneDrive on my computer.
