It makes a great deal of sense to me, as I have been doing it for 30 years. 

I've been using Legacy for 14 years, and every single record in my Legacy 
file had been imported from a program that exports by range of RINs, so that 
the 23000 records have the same RINs in each program,. 

Because Legacy does not have that capability, I have not used Legacy as my 
program of first entry, but have continued to use the other program that does 
have the capability.

I'm not sure that that would do the same thing.

I never merge or delete records in my main data file. If I want to reuse a 
RIN, I retype the data.
