Arthur, not everyone wants web pages. Passage Express doesn't create web pages - it creates CDs to share with others.
Kris, you can add the icon for PE on the My Toolbar ribbon - click on the little block in the lower right corner of the My Toolbar ribbon and drag the icon to the spot you'd like to have it. If you need to install PE, it will tell you when you click on the icon to start creating the CD.
