I don't use 2 monitors but I understand the only solution currently is
to use Legacy on the monitor that gets the pop-ups.
I understand this applies to some other programs as well.

They pop up on Family View and Pedigree View but on Index View,
Descendant View and the Name List there is a pop up saying to
click to see hint results.
Note Hints have been tweaked since the Manual was written.
For latest Help see the Help in the program and even that may not
be up with the latest tweaks.

Nothing pops up when I hover - I have to actually click on the Hints
icon to see what has been found. Is anyone else having this problem?
