If you mean a way to do it within Legacy then that is not possible.
There are however a number of software products that can probably do what you want. Once the images are re-sized then you can link the newly resized images to your Legacy file date.
I suggest you Google for image resizing and see what you can find, maybe one of them will be a free program.
Reading Jenny's post she seems to be asking why she was having a problem with Photoshop Elements and a technique demonstrated in one of the webinars for resizing images in that software. That is not really a topic for this list. She should probably posted it to a forum or list about Photoshop Elements.
