I would not use a gedcom at all. If both are Legacy Files then use the
split screen view to do a side by side comparison of the two files. You
can use drag and drop then to copy new people into whichever file you
decide is the most recent/best choice for use as a master. For data
changes you have the option of using copy and paste from the poorer file
into the master copy. It will be a slow process but you will eventually
have a single master copy with all your data in one file.
Yes you can also import the two files into a NEW Master copy and then
use merging tools to try and eliminate the duplicate people and merge
the copies of those who are the same person but with differences in
their data. The merging tools give you means there to copy events, notes
etc from one of the copies into the person you will be retaining. You
will have seen the comments from others though on how difficult this
merging and elimination of duplicates can be.
If, as I suggest, you import both the copies into a new file you can
experiment a bit and see how easily it will work. All you will lose is
the time spent experimenting because both your original files will be
unaffected so you can revert to them if the merging becomes too daunting.

I use both a laptop and desk computer and here is the problem. I didn't
backup each time I used either of them and so I have different information on
each one. I would like to make a gedcom and combine the two but have never
done this before. If I do that would the two programs combine and pick up all
the information on one computer or am I looking at opening a can of worms?
