Valerie,
Go to the Options Ribbon Tab and find Set Startup Family.
This is the Family that is returned to if you click the Home button on
the My Toolbar Ribbon Bar.
Options - Customise 1.3 controls whether Legacy opens to this family or
to last used.

Does this person have Events shared from someone else?
I think you'll find it's a picture attached to that shared event.
I just tested this but the Event is there in the drop down list with
asterisk so I'm not positive. * Census (Shared)
Have you done File - File Maintenance - Check/Repair? It may be sorted
by that re-indexing of the database.

What is your setting at Options - Customise 8.9? The images may not be
attached to the Individual direct but to one of their events.
Check the Media Gallery for the person rather than the Picture Centre
and from the drop down list that shows "individual" when you open it,
move up to "all" or look down the list for items with asterisks.
They're the ones with media attached.
