There's a problem with the Windows.old folder when you run the Media
Relinker or File- Open for Legacy to get the list of files.

It talks about the Media Relinker but applies to the search for Legacy
files as well.
The workaround for finding Legacy files on your computer is to search it
from Windows File Explorer. Search for *.fdb

Is there one in the list with no extension? That is your data file and
it does not need to be restored, Just double click on that one and
Windows will start Legacy and load that file. Windows will suppress the
extensions for files it knows how to open so that even though your data
file has a .fdb extension Windows does not display the .fdb in the
filename.
The files with those other extensions are support files created by
Legacy when you use certain features. PPL is the potential problems
list, FG is for focus groups etc. The dates on those support files come
from the last time the file was used so you may not have used the
feature for those 2013 and 2017 dated files.
