On the GEDCOM Export dio9splay, select the Customise button (bottom
right). Within that you have the ability to decide which parts of your
tree you want to include/exclude The Notes are probably NOTE, MNOTE and
RNOTE.

I have a large tree that I am wanting to make a gedcom from with all
notes removed. I have the free version of Legacy but I find no way of
doing this. Can anyone tell me how to remove notes from tree.
