I'm not sure whether you can include Events without their Event notes. I
don't think so.
Maybe you just want to export vital events. If so use the Basic option.
If you want sources with the Basic option you need to add the tags SOUR
and PAGE to to the items to export on the Customise screen.

dio9splay is a typo for display.
On the ribbon select file > export > Gedcom File (or just press ctrl +
E).
In the window that opens, on the bottom right corner, there are three
buttons. The middle one is "customize."
On the next window there are a number of check boxes to select to
exclude items from the export.
Select the notes that you wish to exclude, Medical, Regular or
Research or all three.

I have tried but still can't get the notes to remove. not sure what
the dio9splay you show is. I have the free version of Legacy not sure
if that has anything to do with it.

On the GEDCOM Export dio9splay, select the Customise button (bottom
right). Within that you have the ability to decide which parts of your
tree you want to include/exclude The Notes are probably NOTE, MNOTE
and RNOTE.
