Much like different genealogy programs read/interpret GEDCOMs and different browsers handle HTML. There are standards for GEDCOM, HTML, and rich text formatting, but it seems few programs adhere 100% to them. Because Microsoft formalized the RTF standard you would expect (hope?) Word would accurately hand RTF documents. So the problem here is likely WordPerfect's interpretation, not Legacy's output.

AFAIK the latest RTF spec is 1.6. There are a lot of better ways to waste time, but it can be examined at http://msdn.microsoft.com/library/specs/rtfspec.htm.
